Lack of involvement in the priority ballot

The chair calls the floor to “calm yourselves down.” After dismissing the vote to hear the procedural motion, failing to see 100 hands, a recount is made and now the procedural motion is heard.

It is argued that the priority ballot, which decides the order of motions, was not democratic.

The vote on hearing the case falls and so the procedural motion is not heard.
